The two atoms are symbolic of Triton's twin reactors, the falcons are symbolic of reconnaissance, which was Triton's initial mission, and the hand rising out of the sea with the trident refers to the Greek god of the sea, Poseidon, and his son Triton, and is symbolic of sea power from the deep.
